The Npc In The Gutter Wont Spawn

Hey guys i ve lit all of the sconces in the gutter and i m still not getting invaded by gutter denizen.

The npc in the gutter wont spawn. I am glad that i am not. I have already killed the rotten but i went and lit the fires.
